Fundação Ariel Glaser is recruiting an HIV and Tuberculosis (TB) Care and Treatment Technical Advisor for its Military Health program, based in Maputo. The job code is ATC&T/TB and applications are open until October 22, 2026.
Salary information is not disclosed by the employer; the remuneration package is negotiable. Only shortlisted candidates will proceed to the next stage.
The position is embedded within the health facility network of the Defense sector — hospitals, health centers, military medical posts, and training centers — where the Foundation provides specialized technical assistance, in-service capacity building, and operational innovation.
The work is conducted in partnership with the Ministry of Health (MISAU), the National Directorate of Military Health (DNSM), the Department of Military Health of the General Staff of the Armed Defense Forces of Mozambique (DSM-EMG/FADM), and the international funder DHAPP/DoD.
Lead and structure the integrated clinical response to HIV and TB in Military Health Facilities (US), optimizing the rapid initiation of Antiretroviral Therapy (ART), maximizing patient retention and viral suppression, and expanding the management of Advanced HIV Disease (AHD).
Ensure the clinical quality of HIV Care and Treatment packages (adult and pediatric), AHD, TB/HIV coinfection, Tuberculosis Preventive Treatment (TPT), and Continuous Clinical Quality Improvement (CQI), while simultaneously acting as a liaison for civil-military interoperability.
Lead the operationalization of the institutional clinical transition model and local technical ownership, integrating ART, AHD, and TB/TPT protocols into the permanent medical routines of Military Health Facilities and Defense sector command structures, ensuring sustainable care without reliance on external technical support.
Regarding technical-normative alignment, articulate MISAU clinical guidelines with DHAPP/PEPFAR standards and the military chain of command, developing standard operating procedures, algorithms, and clinical workflows applicable to military hospitals and field infirmaries.
Formalize bidirectional clinical referral and counter-referral protocols between military infirmaries and clinics and MISAU's tertiary referral network, represent Military Health and the Foundation in technical forums and working groups, and manage the dual technical and operational supervision of clinical teams.
For therapeutic continuity during operational mobility, develop clinical follow-up protocols and multi-month dispensing for military personnel deployed to field operations, peacekeeping forces, or prolonged maneuvers, while safeguarding medical confidentiality and HIV status from commands and peers.
Promote the quality of clinical records, the use of OpenMRS and SIS RME in Military Health Facilities, and data triangulation with pharmacy and laboratory sectors, conducting clinical quality audits to monitor therapeutic compliance and viral load surveillance.
Lead the bedside clinical mentoring network, establish Continuous Quality Improvement cycles, create rapid induction manuals to mitigate clinical staff turnover, and manage the progressive transfer of competencies to the Armed Forces' clinical staff.
We are looking for a clinician with deep expertise in HIV/TB, the ability to impart knowledge through workplace mentoring, and the capacity to liaise with MISAU, military leadership, and international donor representatives. The complete profile is in the requirements section.
The Foundation encourages applications from women. The program is in Military Health; coordination and continuity of care depend on civil-military collaboration between Military Health and MISAU, from the central level to the provincial and district levels.
