Who we are looking for
We are looking for someone with real experience in managing water, sanitation, and hygiene programs, capable of taking on the technical leadership of the WASH component under the Integrated Program Framework (IPF). The role combines strategic planning, donor management, field support, and technical team leadership. The work location is Maputo, with regular travel to districts (about 30% of the time).
Day-to-day responsibilities
- lead the design and review of the water, sanitation, and hygiene component of the integrated programming framework, aligned with approved global guidelines;
- contribute to the national office strategy with evidence-based and measurable results frameworks and pathways;
- support the technical capacity of project staff in implementing WASH models, including training and technical supervision;
- ensure quality implementation by setting technical standards for teams and partners and monitoring their application;
- review monthly indicator tracking data (ATT) and expenditure reports, identifying and resolving issues;
- conduct monitoring and technical support visits to districts at least twice per quarter;
- provide technical input for funding proposals, including support for WASH project design and budget development;
- seek new funding opportunities for WASH in partnership with donors, international organizations, and partners, maintaining the WASH portfolio leverage ratio at least 5:1;
- lead core funding management for the WASH program in coordination with the operations team and district coordinators;
- prepare and submit donor reports, ensuring compliance with their guidelines;
- represent World Vision Mozambique in sector forums, emergency clusters, and agency networks, sharing sector evidence and learnings;
- work with the advocacy team to develop a sector-specific WASH advocacy plan;
- directly manage the WASH team: performance appraisals, development plans, training, and fostering a collaborative work culture;
- maintain strong relationships with government departments at national and provincial levels and with sector partners.
