Who MSF is looking for
This role simultaneously oversees both human resources and finance for the project. The position is intended for someone who is comfortable with both the hiring process and bank reconciliations, and who knows how to adapt the team to the project's needs.
You will work in coordination with the Project Coordinator, the Human Resources Coordinator, and the Finance Coordinator.
Daily responsibilities
- Plan, coordinate, and implement human resources, administrative, and financial activities for the project, in compliance with legal obligations and MSF procedures.
- Manage and monitor human resources and financial needs, including the budget, to ensure appropriate team sizing and the correct use of financial resources.
- Supervise recruitment, training, onboarding, and performance appraisal processes for staff, in collaboration with the Human Resources Coordinator.
- Support managers and team leads in managing their teams, including the development of organizational charts, job descriptions, leave plans, and work rosters.
- Ensure that hirings, contract modifications, and terminations comply with local labor legislation and organizational procedures, and maintain up-to-date employee files, ensuring compliance with applicable legal and tax obligations.
- Supervise and/or execute payroll processing for national staff in the Homère system, ensuring accurate and timely entry of absences, leaves, sick leaves, overtime, and salary advances.
- Apply and update salary grids under the supervision of the Human Resources Coordinator, ensuring internal equity.
- Manage and supervise the project's financial and administrative procedures — cash management, transfers, advances, procurement, payment validation, expense tracking, and bank reconciliations —, ensuring proper management and fund security.
- Supervise accounting and administrative procedures, ensuring transparency, proper documentation, and traceability of financial transactions in accordance with organizational policies and procedures.
- Ensure monthly and annual accounting closures; prepare and submit regular human resources, administration, and finance reports for the project, including within internal management systems.
- Implement and monitor administrative procedures related to Memoranda of Understanding (MoUs) between the organization and local partners, including government institutions such as the Ministry of Health.
- Coordinate travel, transit, and accommodation arrangements for project staff, according to operational needs and established procedures.
