The essentials: Legal services for the CRS (Catholic Relief Services) Mozambique program, based in Maputo, for an estimated one-year period. Proposals are submitted in English or Portuguese to procurement_moz@crs.org by 30 October 2026 at 5:00 PM, with the subject LEGAL SERVICES FOR CRS MOZAMBIQUE.
Catholic Relief Services (CRS) is an international humanitarian and development agency founded in 1943 by the United States Conference of Catholic Bishops. It works worldwide on behalf of the poorest and most vulnerable people.
CRS has been in Mozambique since 2017 and supports humanitarian and development programs. The country program now operates in three provinces — Cabo Delgado, Nampula and Sofala — in partnership with local organizations, communities, government institutions and other partners.
The work includes emergency response and recovery: it strengthens community resilience, improves access to essential services and supports populations affected by conflict, displacement and natural disasters. The Mozambican office is in Maputo, at Rua de Resistência 1175.
We are seeking a qualified and licensed legal services provider — a lawyer or a law firm — to give practical legal advice, represent CRS and support legal compliance. The work requires a strong command of Mozambican law and strict adherence to deadlines.
You will work in Portuguese and in English. Services are delivered remotely, with presence in Maputo and in other provinces whenever required, and with support on matters of legal risk and compliance.
Typical deliverables include written and oral legal opinions; reviewed or drafted contracts, policies and documents; compliance updates; case and regulatory matter trackers; government and court submissions; management briefings; and a complete electronic file for each matter, for an orderly handover.
The provider maintains strict confidentiality and protection of legal privilege over all CRS information. The work is governed by the CRS code of conduct for service providers and by its safeguarding, anti-harassment, anti-trafficking, anti-fraud, anti-corruption and whistleblower-protection requirements, respecting the dignity, safety and privacy of staff, beneficiaries and any other person involved.
Send your proposal in English or Portuguese to procurement_moz@crs.org, addressed to the Country Manager of the CRS Mozambique Program. The required subject is LEGAL SERVICES FOR CRS MOZAMBIQUE. Deadline: 30 October 2026 at 5:00 PM — late proposals will not be considered.
The proposal must include: a letter of interest; a technical proposal with a timeline; a financial proposal with payment terms; the company profile and evidence of registration; the CV and credentials of the responsible lawyer; evidence of experience in Mozambique (ideally with INGOs); company registration and NUIT; and a conflict-of-interest disclosure.
