About the opportunity

This vacancy is part of the socio-economic development (SED) component of an oil and gas sector project located in Afungi, Nampula province. Recruitment is conducted by CONTACT on behalf of a prestigious client company in this industry.

The project involves coordinating resettlement plans and designing new sustainable income sources for affected populations and households. The work focuses on directly accompanying communities and strictly implementing programs that ensure the social and economic re-establishment of the territory.

What you will do

Your main mission consists of coordinating and supervising all implementing partners (IPs) responsible for carrying out the livelihood restoration programs provided for in the resettlement plan. Your daily tasks include:

• Prepare new terms of reference and update existing documents for the selection and contracting of implementing partners.
• Manage the overall implementation of socio-economic programs, monitoring steps from initial planning to daily field execution.
• Supervise agricultural, fish farming, and income diversification activities with communities covered by the project.
• Evaluate and rank the progress of households in restoring their livelihoods, clearly justifying each change in their classification.
• Prepare the detailed schedule of activities, structure the implementation budget, and conduct technical and financial monitoring actions.
• Provide full technical support in internal and external evaluations and audits related to the resettlement plan.
• Actively participate in the recruitment, onboarding, daily follow-up, and capacity-building program of the internal livelihoods team.
• Act as a focal point of contact between implementing partners, project management, government bodies, affected households, and the local community.
• Facilitate continuous dialogue with communities, mediate and resolve conflicts in the field, and identify and assess operational program risks.
• Prepare detailed periodic reports on performance, financial progress, and results achieved by field initiatives.

Work context and articulation

In this position, a central role of leadership and field facilitation is taken in Afungi. The role requires a constant balance between strict control of implementing partners' contracts and budgets and maintaining transparent relationships with community and government authorities.

You will lead the technical livelihoods team and interact daily with civil society organizations and private implementation partners. The ability to communicate clearly in Portuguese and English is necessary to articulate with the various project stakeholders.

The position is full-time, based in Afungi, Nampula province.
