Johanniter-Unfall-Hilfe e.V. is a German, Christian non-governmental organization dedicated to excellence in first aid, ambulance service, social programs, and medical and social projects. The humanitarian assistance unit — Johanniter International Assistance (JIA) — has its federal headquarters in Berlim and works with offices in several partner countries.

In Mozambique, JIA works in Cabo Delgado on a portfolio covering nutrition, health, water and sanitation, disaster risk reduction, and food security and livelihoods. The organization prioritizes partnerships with local organizations, aid localization, accountability to affected populations, and the protection of vulnerable people — values that shape how programs are designed and evaluated.
Reporting to the PMEAL Coordinator, you will lead the entire Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) function of JIA programs in Mozambique. It is a strategic and operational leadership position: you ensure that evidence on program performance and impact is collected, analyzed, and used to improve project quality, accountability to populations, and institutional learning.
You will design and operationalize the portfolio's PMEAL systems, frameworks, and tools, ensuring that everything — from indicator definition and logical framework to data collection, reporting, and evaluations — meets the organization's global standards and donor requirements. In cooperation with the Global Strategy and Learning team, headquarters colleagues, and partner country offices, you will also track global and country strategy indicators.
This role calls for someone who enjoys turning data into decisions — and knows how to explain numbers to different audiences: communities, program colleagues, and donors. Someone who leads closely, trains people, and builds systems that outlast their tenure. Comfort with field travel and a complex humanitarian context is part of daily life.
