CESAL — a development NGO with three decades of work, presence in 12 countries and activity in Mozambique since 1997 — is receiving applications for a Monitoring, Evaluation and Learning Specialist, based in Pemba, Cabo Delgado. The contract is 12 months, renewable, with a three-month probation period and immediate start, integrated into the projects currently running in the Northern Region. The announcement sets the application deadline at 14 September 2026 — send it early, not on the last day.
The organisation's declared mission is to grow the human potential of people in situations of greatest vulnerability, building on the resources and lived experience of the beneficiaries themselves — whom the work treats as protagonists of their own lives, not as spectators. In Cabo Delgado, the projects work in areas such as agriculture, environment, income generation, professional training and education, with the objective of strengthening local communities. In this role you report directly to the Territorial Coordinator for the Northern Region.
The announcement itself summarises the logic: decisions must be made based on evidence, and it is to generate that evidence that the monitoring and evaluation systems need to be reinforced. The objective of the position is to strengthen the monitoring and evaluation systems of the projects — ensuring there are quality mechanisms, instruments and indicators to follow the programmes, and turning the data that arrives from the field into better decisions and organisational learning. Whoever joins here does not write reports for the archive: they produce information that changes how projects work.
Notice the design of the role: half the work is data rigour — tools, filing, analysis; the other half is people — communities, partners, field teams. If only one of the two halves excites you, read the requirements list honestly before applying.
Someone who treats data quality as a personal matter: a poorly filled file, a duplicated response or a database without filing does not go unnoticed by you.
