OCHA Senior Finance Officer — Johanniter (Pemba, Cabo Delgado)

About the organisation

The Johanniter-Unfall-Hilfe e.V. is a non-governmental organisation of German origin, headquartered in Berlin, that works in first response, medical emergency care and social and health programmes. Its humanitarian assistance unit, Johanniter International Assistance, operates in Mozambique.

This role supports the person coordinating the consortium's finances on a day-to-day basis: ensuring that Johanniter's and its partners' expenditure is accurate, eligible, well documented and reported on time, in line with OCHA funding rules (CBPF), Johanniter's internal procedures and Mozambican law.

Who we're looking for

We're looking for someone with hands-on experience in finance in donor-funded project contexts, comfortable reading financial reports and patient when working with several partner organisations at once.

It is a role close to the teams and partners, where attention to detail and documentation rigour matter as much as the ability to communicate clearly and to keep people on track until what is asked is delivered.

What you'll do day to day

• Review partners' monthly financial reports against the approved budget and the OCHA budget line codes, checking the supporting documents, eligibility and calculations;
• Maintain a query log and follow up on resolution with each partner's finance focal points, recommending the approval of reports;
• Track advances and their liquidation, and prepare the reconciliations between funds transferred and funds reported;
• Carry out risk-based spot checks and field monitoring visits covering cash, bank, procurement, payroll, assets and cash-assistance records;
• Support partners in meeting OCHA funding requirements, with orientation sessions, ready-made templates and on-the-job support;
• Monthly, update the consortium's budget monitoring tool (budget versus actuals, burn rate, phasing and forecasts) and prepare monthly management reports with an explanation of the variances;
• Contribute to interim and final financial reports to OCHA, to tranche requests and to budget revision proposals, and prepare cash-flow forecasts;
• Check that project expenditure is coded to the project, the cost centre and the correct budget line, prepare bank reconciliations and exchange-rate calculations, and apply procurement thresholds, sanctions screening and document-retention rules;
• Support preparation for OCHA audits and project close-out, and keep the minutes and actions from the consortium finance meetings;
• Contribute to applying the organisation's Code of Conduct and safeguarding policies, protecting the dignity, safety and rights of all participants and escalating any safeguarding matter promptly through the designated channels.
