About the project and the company

CBE Southern Africa handles recruitment for the ECHO project — Efficiencies for Clinical HIV Outcomes —, a $326 million program designed to support Mozambique in fighting the HIV epidemic.

The central goal of the initiative is to build, by September 2028, a sustainable national HIV response led by the Mozambican Government itself, in the intervention provinces of the main international clinical support partner.

The duty station for this position is located in Tete, covering the monitoring of activities in the provinces of Niassa, Tete, Manica, and Sofala.

The role links procurement, logistics management, and sub-agreement monitoring. The position ensures that funds allocated to the program are used for the correct purchases, within established deadlines, and in strict compliance with regulatory requirements.

What you will do

Your day-to-day operational and technical responsibilities include overseeing the project's procurement and logistics processes:

• Advise the Government on program procurement planning, ensuring alignment with funder regulations.
• Support technical teams in preparing annual procurement plans, drafting Terms of Reference, and organizing supporting documentation.
• Provide guidance on program procurement and grant regulations, specifically 2 CFR 200, FAR, AIDAR, and Mozambican legislation.
• Assist in executing annual procurement plans and calculating cost estimates, in accordance with Mozambican public procurement law and international partner rules.
• Collaborate in conducting public tenders, selecting vendors, and awarding contracts, respecting government and program standards.
• Coordinate with provincial health services to consolidate procurement and transport needs and requests.
• Oversee goods logistics operations, covering reception, storage, transport, and distribution using MISAU and ECHO project resources.
• Verify that each procurement process contains complete documentation, including proof of origin and source when required.
• Issue opinions on vendor evaluations and single-source procurement requests, in compliance with procurement policies.
• Contribute to strengthening the State's institutional autonomy in public procurement management.
• Monitor the execution and financial control of subcontracts awarded under the project.
• Serve on committees responsible for evaluating proposals submitted by provincial health services.
• Conduct risk analyses and compliance checks, including SAM.gov registration validation and reviewing OFAC and UN sanctions lists.

This is a position linked to a project expected to run through September 2028, focusing on activities in Tete, Niassa, Manica, and Sofala provinces.
