About ANE, IP and the CRRN Project

The National Road Administration, Public Institute (ANE, IP) is the state entity responsible for managing the road network of Mozambique.

The "Climate Resilient Roads for the North" project (CRRN, P500488) finances road infrastructure in the north of the country and is executed by ANE, IP, funded by the World Bank.

Under this project, ANE, IP invites eligible individual consultants to express interest in providing consultancy services as a Procurement Assistant — directly reinforcing the technical capacity of the institute in procurement matters.

Why This Position

This is a 2-year, full-time commitment in Maputo. It is not ad-hoc support: the institute needs someone to take on the daily work of reinforcing procurement capacity within the rules of the project.

As the CRRN is funded by the World Bank, procurements follow the World Bank Group Procurement Regulations, as well as ANE, IP guidelines, manuals, and standards. Knowledge of the World Bank's STEP platform — the e-procurement platform — and knowledge of FIDIC procedures are also highlighted as advantages.

Day-to-Day Responsibilities

• Strengthen the technical capacity of ANE, IP in procurement matters;
• Implement CRRN project activities in accordance with ANE, IP guidelines, manuals, and standards;
• Work on the project procurement cycle: bidding documents, proposal opening and evaluation, contract negotiation and management;
• Provide full-time consultancy services for 2 years at ANE, IP in Maputo.

The position relies on skills in managing procurement processes, negotiation, and contract management, as well as knowledge of World Bank procurement regulations. In practice, this means following the full cycle of each project procurement — from bidding documents to contract management — within the financier's rules.

Who We Are Looking For

We are looking for someone with practical experience in procurement — preferably in infrastructure projects — and the ability to integrate into the internal operations of a public institute. The work requires document accuracy and familiarity with project regulations.

What the Position Includes

• Individual consultancy contract for 2 years, full-time, based in Maputo;
• Direct work in the procurement department of a road project funded by the World Bank;
• Salary: to be agreed with ANE, IP (undisclosed).
