The essentials: JustaPaz is seeking a consultant or a small team to conduct the first external evaluation of the project "Strengthening community development through the empowerment of women and girls", implemented in Inhambane, Sofala, and Maputo and funded by BfdW. The evaluation runs for a maximum of 8 weeks and proposals are open until October 11, 2026, in digital format (PDF and Word), to justapaz@justapaz.org.mz.
JustaPaz – Center for Conflict Transformation, Governance and Human Rights is a non-profit, non-partisan Mozambican civil society organization, aimed at contributing to peacebuilding, respect for human rights, and good governance.
Headquartered in Maputo, it was recognized as a private legal entity in 2007. Throughout its existence, it has implemented projects in almost all provinces of the country, in partnership with central and local public institutions, civil society, community-based, and religious organizations.
The project, funded by Evangelisches Werk für Diakonie und Entwicklung Brot für die Welt (BfdW), runs from September 1, 2024 to August 31, 2027, totaling 36 months, under the Standard A agreement (number A-MOZ-2024-0223). The overall goal is to contribute to the empowerment of women and girls in realizing their rights to political participation, education, and income.
This overall goal is divided into three components. The first promotes the rights of women and girls through local bodies – advisory councils, community courts, and religious leaderships – in the districts of Jangamo, Funhalouro, and Mabote, in Inhambane.
The second empowers women and girls in defending their rights, through girls' clubs in schools in the districts of Jangamo, Funhalouro, and Mabote, in Inhambane, and Chibabava and Buzi, in Sofala, in partnership with the Association of Women for Community Development.
The third promotes cooperation between civil society and the government in implementing and monitoring the recommendations of the Universal Periodic Review (UPR), in Maputo.
This is the first external evaluation of the project; the internal monitoring and evaluation system has been operational from the beginning, with regular reports submitted to BfdW. The evaluation covers the full implementation period up to November 30, 2026, across all locations, and analyzes the components, specific objectives, achievement of indicator targets, management processes, internal control, and institutional partnership.
It addresses key evaluation questions in light of the OECD DAC evaluation criteria – relevance, coherence, effectiveness, efficiency, impact, and sustainability – and cross-cuttingly incorporates the gender perspective, considering the differential impact on groups with specific needs.
The consultant or team will deliver five deliverables in Portuguese. The first is the inception report, submitted a maximum of 5 business days after contract signing and approved by JustaPaz before fieldwork. The second is the draft evaluation report, submitted for feedback from JustaPaz and BfdW.
This is followed by the final report, with a maximum length of 50 pages (excluding annexes), in Word and PDF formats, with a standalone five-page executive summary. Then, the action plan responding to the recommendations and a PowerPoint presentation of the main results.
In the preparatory phase, applications run from October 1 to 11, application evaluation and team selection from October 12 to 24, and contract signing with the inception meeting from October 25 to 31.
In the implementation phase, document review and the inception report run from November 1 to 7, data collection in Inhambane, Sofala, and Maputo from November 8 to 25, and data analysis and triangulation through December 9.
The draft report is submitted on December 10, comments/feedback run from December 11 to 20, and the final report, action plan, and presentation from December 21 to 31.

The consultancy fee will be defined in the financial proposal, with a detailed budget by line item and cost-effectiveness within the maximum limit.

Qualifications and experience of the lead consultant: 25% (minimum 20/25) · Quality of the technical proposal: 35% (minimum 25/35) · Experience in similar evaluations: 10% (minimum 5/10) · Financial proposal: 30% (minimum 20/30). The minimum total score required to advance is 70/100.
The evaluation can be conducted by an individual consultant or a small team; a mixed team is recommended, with at least one woman with experience in gender and gender-based violence (GBV).
