The essentials
The International Committee of the Red Cross (ICRC) is hiring a Radio Operator for the Pemba Sub-Delegation, in the province of Cabo Delgado. The position ensures the flow of information between field teams and the management teams of the Pemba, Mueda and Mocímboa da Praia offices, operating the ICRC's telecommunications equipment. The application deadline is 30 October 2026.
Who the ICRC is
The ICRC is the organisation of the Red Cross and Red Crescent Movement with a mandate to act in conflict zones, protecting victims and re-establishing links between separated family members. In Mozambique, the ICRC supports populations affected by violence and vulnerability, with active offices in Pemba, Mueda and Mocímboa da Praia, in Cabo Delgado.
What the Radio Operator does
The holder of the position operates VHF radios, satellite phones, mobile phones and fixed lines to maintain contact with the ICRC's field teams. As the first point of contact in emergencies, they respond quickly and accurately, involving the decision-makers concerned, and are a central element of the Pemba office security cell.
Main tasks
- Track and monitor all ICRC vehicles and field teams according to the validated itineraries (Field Trip Form), using all the means available in the radio room — VHF radios, satellite phones, fixed lines, WhatsApp, Signal, email or others
- Maintain a detailed log of all messages, calls and communications of each shift, with all approved communication methods
- Ensure the correct use of communication protocols by radio room users, offering guidance when necessary
- Immediately communicate any emergency to the Security Officer and the Head of Operations, initiating the first-response protocol in the early stages of incidents
- Prepare the daily handover report before the end of each shift, with the vehicles and teams still in the field and the incidents registered during the day
- Manage the distribution of VHF terminals across the ICRC's residences and coordinate the periodic radio checks with the Security Officer
- Closely monitor the open-source channels — media, X, Signal groups — and alert the hierarchy on developments that affect field operations
- Take custody of the information and communications equipment of the radio room, manage the entry and exit of borrowed material and report faults to the IT teams
- Ensure continuous coverage of the radio room throughout the shift; in case of force majeure, apply contingency solutions — the room is never left unattended
- Receive calls, SMS and messages during the night, on weekends and on holidays when that is the assigned duty
- Keep up to date, with the Security Officer, the Signal distribution list of all colleagues and visitors who work in Pemba
- In emergencies, remain at the office at night, monitoring the security of the field and of the facilities together with the guards, ensuring the log of visitors outside working hours
- Report to the Head of Operations violations of the security rules, such as entries into red zones, movements outside the curfew or movements without proper reporting
- Provide brief radio training to new team members and, with the Security Officer, maintain the training exercises of the communications tree
