Fundação Ariel Glaser is recruiting a Regional/Provincial Clinical Coordinator and Tutor for its Military Health program, based in Maputo with travel across Sofala, Tete, Nampula, and Cabo Delgado. The job code is CTC and applications are open until October 22, 2026.
Salary information is not disclosed by the employer; the compensation package is negotiable. Only pre-selected candidates will move forward to the next stage.
The position has a dual role: technical clinical leadership, workplace capacity building, and quality assurance in the Military Health Facilities within the jurisdiction, as well as operational, logistical, and administrative management of the project's regional office.
You will serve as the primary link for civil-military interoperability with MISAU provincial and district directorates and Armed Forces commands.
Lead and coordinate the clinical and programmatic implementation of the project in the assigned region, ensuring the provision of integrated services for combined prevention, diagnosis, care, and treatment of HIV/TB, Advanced HIV Disease (AHD/DAH), and Maternal, Newborn, and Child Health (MNCH/SMNI) in Military Health Facilities.
Implement a structured hybrid clinical tutoring model — workplace mentoring, in-person sessions, and clinical case committees — that strengthens the competence and autonomy of military healthcare providers.
Ensure that clinical services at Military Health Facilities in the region comply with MISAU standards and DHAPP/PEPFAR technical requirements, respecting disciplinary regulations and the Armed Forces chain of command.
Plan and conduct regular clinical tutoring visits for medical doctors, clinical officers, and nurses using standardized competency checklists, and guide teams on accelerating same-day ART initiation, transitioning to Dolutegravir (TLD) regimens, and managing treatment failure in ART committees.
Institutionalize systematic screening and immediate treatment of severe opportunistic infections associated with AHD — cryptococcal meningitis and disseminated TB — through regular CD4, CrAg, and TB-LAM rapid testing, expansion of TB Preventive Treatment, integration of Prevention of Mother-to-Child Transmission (PMTCT) into postpartum, newborn, and maternity consultations, and Cervical Cancer screening via VIA with immediate treatment.
Develop protocols for ART and prophylaxis continuity for military personnel during deployment, field maneuvers, or peacekeeping forces, coordinating multi-month dispensing (3- and 6-month refills) with the pharmacy, and establishing secure circuits for confidential transfer notes between garrisons.
Manage the Foundation's provincial office — team discipline, petty cash, vehicle and motorcycle fleet, inventory, and asset security — in compliance with financial manuals and donor fiduciary regulations.
Support the training of company sergeant majors and platoon medics in peer support models and health literacy, maintain alignment meetings with regional chief medical officers, and lead Continuous Quality Improvement committees and monthly data analysis for evidence-based decision-making.
We are looking for a medical doctor with expertise in evidence-based medicine, HIV/TB management, and an aptitude for workplace formative mentorship, with ethical rigor, medical discretion, and the ability to lead while respecting military hierarchy and protocol. The full profile is in the requirements section.
The Foundation encourages applications from women. The program focuses on Military Health; coordination and continuity of care rely on civil-military collaboration between Military Health and MISAU, from the central to the provincial and district levels.
Submit your application with a Curriculum Vitae and cover letter in Portuguese by October 22, 2026.
