Who we are looking for

We are looking for someone with strategic vision and operational rigor. The role is not just about executing purchases: it is about ensuring value for every cent spent on goods, services, and works, and having the confidence to navigate complex rules without losing practical sense.

You will combine management of a work team with supplier negotiations and the ability to influence decision-makers. You will work in close cooperation with office leadership and project managers, reporting key procurement issues to them.

Day-to-day responsibilities

• Lead the complete procurement cycle — from strategic planning to proposal evaluation and award — in compliance with UNOPS rules and regulations.
• Coordinate the bidding process — requests for quotations, invitations to bid, and requests for proposals — and the evaluation of received responses.
• Prepare and monitor procurement plans, ensuring alignment with project timelines and strategic objectives.
• Manage supplier rosters, track contract performance, and certify completion of works for payment purposes.
• Draft long-term agreements and contracts for services or works, and record purchase orders in the UNOPS management system.
• Apply e-procurement tools and share lessons learned with project teams to reduce costs and generate savings.
• Provide guidance to projects on procurement issues, offering solutions and corrective actions when necessary.
