Overview

Overview: Technical Advisor for Transition, Sustainability, and Institutional Ownership in the Military Health program of Ariel Glaser Foundation, in Maputo, with travel required 40 to 50% of the time. The objective of the position is to transition the HIV, tuberculosis, maternal and child health, and diagnostic support packages to full and sustainable management by the Armed Forces, maintaining technical standards through continuous quality improvement.

About the program

Ariel Glaser Foundation supports the health network of the Defense sector in partnership with the Ministry of Health, the National Directorate of Military Health, and the Department of Military Health, funded by the United States program (DHAPP). The direct result: military personnel, dependents, and neighboring communities receiving clinical services that work, reliable data, and teams prepared to manage their own care.

What you will do

• Lead the gradual handover of leadership skills, clinical governance, logistics, and monitoring to Military Health command structures, with measurable targets and without reliance on external assistance.
• Coordinate institutional maturity assessments (OCA tool) and readiness traffic-light dashboards across military health facilities, and develop functional transition matrices identifying bottlenecks and deadlines.
• Activate temporary remediation mechanisms for areas showing performance drops on the path to autonomy.
• Support commands in maintaining clinical services and drug dispensing operating continuously during mobilizations, field maneuvers, and extended deployments.
• Maintain institutional dialogue with MISAU planning directorates, provincial health directorates, and regional commands, supporting the formalization of technical cooperation agreements and logistical-clinical protocols.
• Transfer data governance: build the capacity of statistics teams in weekly and monthly HIV/TB cascade analyses and dashboards, and progressively hand over data quality audits to internal audit teams, across systems such as OpenMRS, SIS RME, SIGLUS, and DISA.
• Lead Continuous Quality Improvement committees and the development of a permanent core of military trainers and mentors, mitigating turnover through induction manuals and technical redundancy plans.
• Drive autonomy validation processes and responsible graduation/exit processes for facilities that meet readiness criteria.

Who we are looking for

You will lead the transition alongside military and civilian leadership that cannot pause operations. The role requires methodological rigor for the gradual transfer of functions, organizational data analysis capabilities, and presence across commands while upholding discipline. Your journey succeeds when Military Health independently and judiciously directs the next steps of each facility.
