About the role

The essentials: World Vision Mozambique is recruiting a WASH Team Leader — Water, Sanitation and Hygiene — for the national office in Maputo. It is a local fixed-term contract. In Mozambique, the organization operates from the national office in Maputo and works in area development programs (ADPs), donor-funded projects (grants and PNS), and emergency response across several provinces. The position we are opening is located in the programs department, under the technical track of the WASH sector, reporting to the Strategy and Programs Director.

Who we are looking for

We are looking for a water, sanitation, and hygiene specialist with a leadership background in programs, comfortable conducting technical reviews of budgets and plans, and working side-by-side with donors, government, and partners.

An important part of the role takes place in the field: 30% of working time involves travel to districts. The organization has a Christian mission and culture — leadership expects alignment with these values. If you like combining technical rigor with field presence, this is the right fit.

Day-to-day responsibilities

Lead the design and review of the WASH component of the Integrated Program Framework (IPF), aligned with global standards and approved quality benchmarks.
Strengthen the capacity of program officers to implement WASH models, ensuring execution quality across district teams and partners.
Review activity reports, budgets, and spending data monthly, identify variances and propose corrections; upload approved result plans into the IMPAQ system.
Conduct monitoring and technical support visits to district teams at least twice per quarter, providing field training and guidance.
Manage the portfolio of donor-funded projects (PNS), including relationships with major donors, fundraising, and the development of proposals and concept notes.
Present program results and learnings in impact reports, technical briefings, and sector forums, in coordination with the communications team.
Directly lead the national office WASH team: work plans, performance evaluations, training, and monthly meetings with district technical coordinators.
Participate in technical support for emergency response, together with the crisis technical team, and support national vulnerability assessments.

The impact of the role

This role sustains the quality of the national water, sanitation, and hygiene program. It is the person who ensures approved targets reach the field, program data is reliable and updated, and district teams are trained.

It also plays a policy advocacy role: the organization expects the sector leader to support the design of a WASH advocacy plan and relationships with government departments in Maputo and the provinces.

What the company is looking for

Required

Bachelor's degree in Civil Engineering, Geology, Hydraulics, Public Health Engineering, Integrated Water Resources Management, or related field, combined with professional experience in the water and sanitation sector.
Minimum of 5 years of experience in WASH program management and technical sector leadership, including managing a diverse WASH portfolio.
Proven experience in project design, implementation, monitoring and evaluation, technical quality assurance, and reporting.
Proven experience in community development, with solid knowledge of sustainable development and community-level interventions.
Experience working with various donors and government agencies; donor engagement, implementation, and proposal development are essential.
Strong presentation skills and ability to communicate in Portuguese and English, both spoken and written.
Strong facilitation, supervision, and capacity-building skills.
Technical skills, including familiarity with World Vision's WASH approaches and experience training teams to implement them.
Ability to train diverse audiences — organizational staff, religious and community leaders, and partners — using inclusive and participatory methods.
Ability to work independently and under pressure; strong interpersonal skills and cross-cultural sensitivity.
Ability and willingness for regular travel to districts — 30% essential travel.
Strong budget and financial management skills.
Ability to communicate and work effectively with donors, government officials, support offices, and partner organizations.
Committed Christian, able to stand above denominational diversities and model the leadership behaviors and guiding principles of World Vision Mozambique.
Perform other duties as assigned by the direct supervisor.

Desirable

Master's degree in any of the areas mentioned above — strong advantage.
Proven track record in policy advocacy related to water, sanitation, and hygiene.
