WatHab Generalist Project Manager — ICRC (Maputo)

The essentials: the International Committee of the Red Cross (ICRC) is looking for a WatHab Generalist Project Manager for its delegation in Maputo, with start as soon as possible. Applications are made by email, by 6 November 2026.

About the ICRC

The ICRC is a humanitarian organization based in Geneva that provides protection and assistance to people affected by armed conflict and other situations of violence. It employs more than 15,000 staff and is present in more than 90 countries.

This position sits within the Water and Habitat component of the Program in favour of People Deprived of Liberty. It reports to the Focal Point of that program, with technical support and supervision from the Water and Habitat Coordinator.

What you will do

You will plan, design and implement engineering projects in the water and habitat area, in line with the ICRC's objectives in this field.

You work in close cooperation with internal and external partners, with a focus on technical support, and you mobilize SERNAP to create the mechanisms that ensure the operationalization and maintenance of prison infrastructure. The work spans needs assessments, the design of solutions, and the follow-up of the works.

• Define and follow up on the planning, execution and monitoring strategy of the Water and Habitat component of the program, and contribute to the formulation and adjustment of the delegation's strategies;
• Prepare, before field assessments, each project's documents — forms, maps and records — and the material needed;
• Take part in evaluation missions and write the full reports of the studies and proposals, providing design data when required;
• Collect, from regional and sectoral authorities and national counterparts, the data each project requires;
• Draw up the plans, prepare the bills of quantities and set the execution schedules, and close out the budgets with the supporting documentation;
• Supervise project implementation directly and make the technical decisions at each stage;
• Build the monitoring system for processes and results, and drive the financial follow-up of projects through the PAM system;
• Analyze the situation of the detention facilities visited by the ICRC and prepare activity and support plans, in close collaboration with the Detention team;
• Forecast the financial needs of each project, in progress or about to start, and file the supporting accounting documentation;
• Contribute to the security analysis and management in the area of coverage, and facilitate the exchange of information on the security situation in the operating area;
• Gather technical information and periodically review project status against the objectives, keeping the Water and Habitat Coordinator informed of progress;
• Work with the Water and Habitat Coordinator on the consolidation of the PAM progress reports.

What the ICRC offers

• A humanitarian and multicultural environment, with development opportunities through internal training;
• Attractive salary and social benefits, with no figure disclosed — to be agreed directly with the ICRC.
