AENA – Associação Nacional de Extensão Rural has launched Tender No. AENA/004/2026 to hire a consultant or team of consultants. The assignment has two main components: independently evaluate the implementation of AENA's Strategic Plan 2022–2026 and draft the new Strategic Plan 2027–2031.
This is a senior-level consultancy based in Nampula for social and human sciences professionals with solid experience in institutional evaluation and civil society organisations. Whoever takes on this work carries forward AENA's mission: connecting rural extension to communities across Mozambique.
This consultancy is for professionals with hands-on institutional evaluation experience: examining a five-year plan, distinguishing contextual shifts from methodological flaws, and turning analysis into decisions. It demands a deep understanding of institutional frameworks — and rewards those who enjoy seeing analysis shape strategic direction.
We are looking for someone with a big-picture view: each evaluation criterion (relevance, coverage, impact, sustainability) must be examined independently, and every conclusion must inform the next cycle. The consultancy covers the final evaluation of the Strategic Plan 2022–2026 across all its dimensions — relevance, coverage and inclusion, effectiveness, efficiency, interconnectedness, coherence, impact and sustainability — and the development of the new Strategic Plan 2027–2031, which must include institutional diagnosis, SWOT analysis, targets and performance indicators, intervention strategy, Theory of Change, sustainability and governance, as well as plan, budget and schedule.
