Key Details: Individual Consultant — Environmental Safeguards Specialist for the Northern Mozambique Urban Development Project (PDUNM), for the implementation unit of the Housing Promotion Fund (FFH), in Maputo. The Government of Mozambique, represented by the Ministry of Public Works, Housing and Water Resources, receives financing from the World Bank for PDUNM, project P175266 (grant D943-MZ). The strategic objective is to improve access to infrastructure and living conditions in selected cities in the Northern region of the country.
Component 4 is implemented by FFH, where part of the funds is allocated to hiring an Environmental Safeguards Specialist for the implementation unit.
You will lead all environmental safeguard activities for the project — with efficiency, integrity, and transparency, as defined in the reference document.
The role is to ensure processes run within established plans and budgets, in compliance with the World Bank's Environmental and Social Framework, Mozambican laws, and the terms of the Financing Agreement between the Government and the World Bank.
The technical scope is straightforward: environmental impact assessment studies, environmental management plans, and associated safeguards, preferably in an urban context.
