The position reports directly to the UCP Portfolio Coordinator.
What you will do
The work is organized into three distinct tasks, from the study phase to investor promotion:
- Task 1 — Exploratory initiative and studies: lead the exploratory initiative for the North-South railway line and the pre-feasibility studies supporting it.
- Task 2 — Segment-based investments: structure the investment planning for each segment and design customized financing models for each one.
- Task 3 — Market promotion: promote the project to investors and organize the international investment conference.
In practical terms, the work consists of transforming studies and numbers into concrete investor interest, keeping the UCP informed of progress at every phase.

How to apply
This tender has specific World Bank rules. Follow the steps to the letter:
- Step 1 — Request the Terms of Reference (ToR): write to procurement.ucp@mtl.gov.mz during business hours (8:30 AM to 3:00 PM) and request the ToR. The technical selection criteria are detailed in that document.
- Step 2 — Prepare the expression of interest: attach your CV (with qualifications, experience, and achievements in comparable assignments) and a cover letter addressing, point by point, the criteria in the ToR.
- Step 3 — Write the correct subject line: the email subject line must strictly include reference MZ-MTL-558151-CS-INDV and the job title. Without this, the expression of interest will not be considered.
- Step 4 — Send in Portuguese and English: the expression of interest must be written in both languages.
- Step 5 — Respect the deadline: submissions must arrive by 3:00 PM on October 5, 2026, local Maputo time (CAT/UTC+2).
- Step 6 — Conflict of interest rules: by applying, you are subject to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers dated September 2025.
The application goes directly to MTL's UCP. On Inademy, your profile is free, and you receive new job alerts by email and WhatsApp.

Before applying
Some practical tips to prepare your expression of interest in time:
- Request the ToR in advance. The cover letter must address the criteria listed there — without reading them, you cannot align what you write with what is required.
- Organize your CV clearly. Check out the CV guide for technical roles in Mozambique for guidance on structure and content.
- Prepare both languages simultaneously. The submission must be in Portuguese and English — do not leave translation to the last day.
- Confirm the email subject before sending. Reference MZ-MTL-558151-CS-INDV and the job title must appear in the subject line — this is a formal requirement, not a suggestion.
- Keep proof of submission. Record the date and time of sending the email to have proof that you met the deadline.
