The essentials: Health Prevention, Counseling and Testing (HTS) and Adherence Support Advisor position — Military Health (code ATPATS) at Ariel Glaser Foundation, based in Maputo. The Foundation works with the Ministry of Health (MISAU), the National Directorate of Military Health (DNSM), under the Ministry of National Defense, and the Military Health Department of the General Staff of the FADM (DSM-EMG/FADM), funded by DHAPP/DoD.
The team supports the Defense sector's healthcare network — hospitals, health centers, military medical posts, and training centers — with technical advisory, in-service capacity building, and operational support, benefiting military personnel, dependents, and surrounding communities.
The program is temporary and has a planned exit design: as external assistance reduces, local teams assume service areas.
In the area of prevention, you will lead the design, adaptation to the military environment, implementation, and quality assurance of combination prevention interventions, HTS, PrEP, PEP, self-testing, contact testing, linkage to treatment, enhanced adherence counseling, and active tracking of defaulters in military health facilities.
In parallel, you will coordinate civil-military interoperability: ensuring workflows between Military Health, MISAU, DPS/SPS, SDSMAS, and civil units operate in an articulated manner, without duplications.
In your technical area, you will operationalize the institutional transition model aligned with the OCA, readiness traffic light system, and MilSID principles: prevention, testing, and adherence support packages will integrate into the permanent routines of military facilities and FADM command and health structures, with guaranteed confidentiality, civil-military interoperability, and institutional ownership after external assistance is reduced.
Based in Maputo, with frequent travel — about 40 to 50% of the time — including remote military facilities or restricted access areas. Remuneration is not disclosed in the announcement: to be agreed upon with the Foundation. Position for national quota.
