The Embassy of Ireland in Mozambique is seeking to recruit a Provincial Programme Officer to support the delivery and administration of Ireland’s development programme in Mozambique, under the Embassy’s 2025–2030 mission strategy. This is a full-time contract based in Maputo.
The core focus of the role lies outside the capital. The five-year strategy commits to strengthening the programme’s presence in two provinces — Niassa and Inhambane — prioritizing climate adaptation, business growth, governance, and food systems that sustainably reach households, alongside a strong focus on nutrition. At the heart of it all is Strategic Outcome 6: delivering climate-resilient livelihoods and food security to marginalized women and youth.
To achieve this, the Embassy relies on a diverse network of partners — from provincial government and municipalities to universities, research centres, NGOs, and private companies. Grant management follows Irish Aid’s Standard Approach to Grant Management (SAGM), setting clear rules to assess, monitor, and close each partnership.
Reporting to the Programme Manager, you play a direct role in the provincial programme portfolio — from incoming proposals to the closure of each partnership. Day to day, you will:
The successful candidate understands Mozambique deeply. You know why certain projects progress while others stall, and you can explain these dynamics to both an international partner and a district leader. Climate change is central to this understanding — managing projects in Niassa and Inhambane requires knowing that droughts and cyclones dictate the course of any agricultural or food security initiative.
The role combines two qualities rarely found in one person: the rigorous discipline of structured grant management and a genuine understanding of how projects impact community lives. Day to day, this means synthesizing information from diverse sources — proposals, budgets, work plans, partner reports — into clear analyses with practical recommendations for decision-makers. Strong written communication is as vital as field experience, as you will write and present in both Portuguese and English for local partners and senior leadership.

Shortlisting will be based on essential criteria, leading shortlisted candidates to a competency-based interview, a practical test, and potentially a second interview. In-person interviews will take place by the end of October 2026. Final candidates will undergo police background checks; personal data is processed in accordance with GDPR regulations.
