For Maputo, the National Petroleum Institute (INP) — the regulatory authority for Mozambique's oil sector — opens the hiring of a Senior Contracts and Procurement (SCM) Consultant, under an invitation for expression of interest published in the Notícias newspaper on 16 September 2026.
Mozambique's oil and gas sector is in a phase of large-scale growth. The most visible projects — Mozambique LNG (TotalEnergies) and RLNG (ExxonMobil) — are advancing in the Rovuma Basin, in the hands of operators and contractors of global scale.
In this context, the INP seeks an individual consultant, a natural person, to provide independent support in reviewing and approving the purchasing and contracting proposals submitted by the concessionaires of Areas 1 and 4 of the Rovuma Basin, under Decree-Law 2/2014, of 31 December.
The developments in progress demand strong governance, transparent procurement and well-controlled contracts — to protect the value that stays in Mozambique, regulatory compliance and sustainable local economic participation, including national content.
We are looking for a senior professional who has actually stood on the side of regulation and contracting of mega oil and gas projects: someone who reads a procurement dossier the way someone who has already approved dozens of them would, and who knows where the traps in an EPC contract lie.
This is an individual consultancy role, not a team position: you will work with the INP's UGEA, with technical autonomy, but inside a formal regulatory process. Experience with governments, regulators and global contractors is what makes the difference here.
You will be in direct contact with the two projects that define the national LNG industry — Mozambique LNG and RLNG — and with the way the regulator controls the contracting flows of the concessionaires. It is rare exposure to contracts worth billions of dollars and to the procurement regime of a sector that is strategic for the country.
