Senior Evaluation Officer — C-Saúde (Maputo)

About the role

C-Saúde is looking for a Senior Evaluation Officer for the Strategic Information and Evaluations department, based in Maputo, on a full-time basis.

C-Saúde is a Mozambican public health organization. Its teams work side-by-side with the Ministry of Health at the national, provincial, and district levels, as well as in health facilities, coordinating evaluations of programs funded by CDC-Mozambique, ranging from viral suppression to retention in care.

The position sits at the interface between research and program management: you will oversee, from design to manuscript, the organization's evaluations and implementation science activities, anchored by approved protocols.

What you will do day-to-day

• Lead the writing and review of concept notes and analysis protocols for primary and secondary data.
• Advise principal investigators and evaluation teams on internal standard operating procedures.
• Manage protocol submissions — review, amendment, and renewal — with CDC-Mozambique and ethics committees at national and provincial levels.
• Ensure no evaluation starts without corresponding ethical and regulatory approval.
• Keep internal monitoring systems updated: protocols, restrictions, abstracts, reports, presentations, and manuscripts.
• Support the preparation of work plans as well as quarterly and annual reports for donors and national entities, including continuation applications.
• Coordinate parallel evaluation projects, bridging the gap between researchers, biostatisticians, program teams, and health information systems.
• Support the extraction, cleaning, management, sharing, and interpretation of qualitative and quantitative data within protocols and applicable legislation.
• Lead or support the final drafting of evaluation reports, abstracts, and scientific manuscripts.
• Travel to the field when required by the work plan to support teams and resolve bottlenecks.

We are looking for someone who thrives on evidence and feels at home coordinating three fronts simultaneously — researchers, biostatisticians, and program teams — without losing track of deadlines.

Ethics is the foundation of your work: no evaluation starts without the right approvals, and you maintain this standard in every submission. You will maintain constant dialogue with donors and national entities — reports, renewals, tight deadlines — with composure and rigor.

What you will build here

In a single role, you will cover the entire trajectory of an evaluation: from concept note to published manuscript, navigating ethics committees and CDC-Mozambique along the way.

This is a rare position in public health in Mozambique. The person in this role leaves with a portfolio of abstracts, reports, and manuscripts authored or led by them, alongside a clear map of implementation science stakeholders in the country.
