As Senior Procurement and Logistics Officer for the FADM READY project, you will work from Maputo, with travel when necessary. You will manage procurement, logistics, and project assets, from planning to accountability. It is a meticulous role: every purchase must follow applicable procedures and donor regulations.

Context: Fundação Ariel Glaser is implementing the FADM READY project in Mozambique, funded by the United States Government through the Department of War. The work is carried out in partnership with FADM (Forças Armadas de Defesa de Moçambique), aiming to strengthen institutional and operational capacity that contributes to the readiness and sustainability of military health.
Your role, point by point:
Design and execute the project's annual procurement plan alongside program and finance teams.
Ensure procurement processes are competitive, transparent, and documented, in line with applicable procedures.
Prepare and review procurement documents, coordinate vendor evaluation and selection, negotiate commercial terms within authorized limits, and monitor contract execution.
Maintain the supplier database up to date and evaluate the performance of each vendor.
Coordinate the receipt, inspection, storage, distribution, and management of assets and inventory.
Ensure logistics for meetings, training sessions, workshops, travel, transportation, and vehicle maintenance.
Monitor delivery deadlines and contractual compliance; identify and report risks, conflicts of interest, and suspected fraud.
Ensure alignment between procurement, budget, and payments, working in close coordination with the finance team.
Supervise and guide Procurement and Logistics staff; and support audits, verifications, and reviews conducted by the donor.
Who the Foundation is looking for: someone with experience in logistics, procurement, and facilities, who works well in a team within a multicultural setting, maintains confidentiality, and delivers on time. You must have strong proficiency in Portuguese and English, both written and oral.
