Key Details: Senior Technical Advisor position in Military Health (code ATSR) at Ariel Glaser Foundation, based in Maputo. Deadline: October 22, 2026. The Ariel Glaser Foundation works in close partnership with the Ministry of Health (MISAU), the National Directorate of Military Health (DNSM) under the Ministry of National Defense, and the Military Health Department of the General Staff of the Armed Defense Forces of Mozambique (DSM-EMG/FADM), with international funding from DHAPP/DoD.
Its mission: specialized technical advisory, in-service capacity building, and operational innovation across the Defense sector's network of health units — hospitals, health centers, military medical posts, and training centers — benefiting military personnel, military dependents, and surrounding communities.
The program focuses on military health, but its coordination and continuity of care depend on active civil-military collaboration between Military Health and MISAU, from the central level to the provincial (DPS) and district (SDSMAS) levels.
The Senior Technical Advisor serves as the Foundation's permanent technical liaison to the DNSM leadership and the EMG health command: routing the needs of military health echelons into program plans and aligning MISAU clinical guidelines with DHAPP/PEPFAR requirements.
The goal of the position is to ensure progressive autonomy and operational readiness of the Armed Forces' medical staff, without reliance on external technical assistance. You will balance two lines of authority — technical (Foundation and donor) and military command — preventing friction and implementation delays.
You will work in one of the most structured HIV/TB and clinical quality programs in Mozambique's military health sector, funded by a leading donor. Compensation is not published: terms will be agreed upon with the Foundation during the hiring process.
