The Ministry of Agriculture, Environment and Fisheries, through its National Directorate of Environment and Climate Change, is looking for a Senior Technician (M/F) for Article 6 of the Paris Agreement — the area that organises how Mozambique takes part in international carbon markets.
The role is embedded in the climate finance and Enhanced Transparency Framework team, with recruitment conducted by Enabel. It is based in Maputo, on-site, and the deadline is 12 September 2026.
Enabel is Belgium's development cooperation agency and runs cooperation programmes side by side with the partner governments of the countries where it works. In Mozambique, it is the agency conducting this process, to strengthen the technical team that supports the State in climate policy negotiations and reporting.
What is at stake is the country's capacity to turn its forests, its renewable energy and its emissions-reduction projects into international carbon partnerships: rules, transparency and the accounts properly done. Whoever joins this team works at the exact crossroads of environmental policy, data and technical diplomacy.
Someone who has already navigated the architecture of the Paris Agreement and knows Article 6 from documents: COP decisions, corresponding adjustments, transparency reporting. Nothing second-hand. A person comfortable with numbers and metadata, who knows how to pull a data point from a State directorate, verify its origin and turn it into an indicator ready for the negotiating table.
It is also a job of institutional coexistence: you will work among ministries, international partners and technical teams, often with different calendars over the same subject matter. If you find yourself enjoying systems, registries and closing gaps before they become problems — read on.
You have a clear mission: to leave the Mozambican State ready to take part, with technical and institutional maturity, in the cooperative approaches set out in the Paris Agreement. In your day-to-day, that means concrete tasks:
