Water, Sanitation, and Hygiene (WASH) Technical Officer — NRC — Pemba, Cabo Delgado

About the job

The Norwegian Refugee Council (NRC) is recruiting a Technical Officer specializing in water, sanitation, and hygiene (WASH) for the city of Pemba, Cabo Delgado. The role provides direct technical support to project implementation: field assessments, beneficiary selection, site assessments, and supervision of Technical Assistant teams. Reports to the multi-competency program coordinator.

The water and sanitation component is recent in the organization's strategy in Mozambique and is expanding rapidly: the plan includes integrated programs, territorial approach, and an energy and environment component. It is a program built alongside local actors — water authorities, other NGOs, and the private sector — and this officer's role is to ensure that technical quality keeps pace with this expansion.

Your day-to-day

• Provide WASH technical support to project teams and closely monitor Technical Assistants in the field.
• Ensure activities comply with organizational policies, standards, manuals, and the WASH strategy.
• Manage all activity phases: needs and resource assessments, beneficiary selection, planning, implementation, and final evaluation.
• Control activity quality and track financial expenditure for the technical component.
• Maintain technical documentation in order and prepare project WASH reports.
• Lead the field team of Technical Assistants and develop their monthly work plan.
• Work in coordination with local authorities and other partners, and represent the organization in coordination forums.
• Collect and analyze field information to guide implementation priorities.
• Ensure cash-based interventions are integrated into national and territorial organizational strategies.
• Travel across districts and other provinces — this is a field position requiring physical activity in demanding environments.

Who fits here

This is a position for someone who enjoys solving technical problems collaboratively: the job post emphasizes that the program is built together — with local actors, partners, and colleagues — and seeks someone who thrives in this way of working. The organization's values are explicit: dedication, innovation, inclusion, and accountability, with zero tolerance for abuse and inaction.

As a field role in Cabo Delgado, willingness to be in the field and handle hard-to-reach contexts is also essential. Before proceeding, carefully read the eligibility criteria — they determine who moves forward in the selection process.

What this position offers you

• A key technical role in a starting WASH program, with scope to influence how it grows in the country.
• Real humanitarian experience in a large-scale displacement context in the northern region.
• Direct work with water authorities, other organizations, and the private sector in a continuous coordination role.
• Based in Pemba, the provincial capital where northern humanitarian operations concentrate teams and activity.
