About CESAL and the Makultura project

CESAL is an international development cooperation organization working to improve the lives of vulnerable people. In Mozambique, it develops sustainable development initiatives in areas such as agriculture, environment, education, and culture, mainly in the south and north of the country.

The Makultura project, entitled «Culture, Knowledge and New Technologies at the Service of Global Justice in Maputo», operates in Maputo Municipality, in the districts of Nhlamankulu, Kamaxakeni, Kamubukwana, and KaNyaka.

The goal is to promote urban cultural, artistic, and educational spaces that foster knowledge of local culture and global justice values, strengthen the capacity of cultural centers and spaces for cultural management, and ensure the dissemination of civic and human values, using a gender and human rights-based approach.

What you will do daily

Your mission is to evaluate, externally and independently, the degree of achievement of the project's objectives, results, and indicators in light of the OECD-DAC evaluation criteria, generating conclusions, best practices, and useful recommendations for CESAL, Ntsindya Municipal Cultural Center, ADJ Khandlelo, and other partners, and to meet accountability requirements for Ajuntament de Barcelona.

• Prepare the evaluation: analyze key documentation, design the work plan and evaluation matrix in coordination with the steering committee.
• Conduct the field phase: collect primary data in the four districts of the Municipality through semi-structured interviews, focus groups, surveys, and direct observation.
• Ensure the anonymity and confidentiality of interviewed individuals and validate the accuracy of collected information.
• Produce the preliminary field findings report for validation with CESAL.
• Draft the final report with conclusions and recommendations for potential future phases or similar interventions in the field of culture.
• Present the results in a feedback session with CESAL and partners.

How the work is organized

CESAL is the contracting entity responsible for process management and supervision. A steering committee will be established, comprising the project manager, field coordinator, and representatives from Ntsindya and Khandlelo.

This committee validates the work plan, facilitates access to documentation and people, reviews reports, and participates in the sharing session. Adjustments or additional questions to the matrix can be proposed, provided they are duly justified and validated with CESAL.
