Operations and Finance Coordinator — MENTOR Initiative

The essentials: The MENTOR Initiative is seeking a full-time, fixed-term Operations and Finance Coordinator (Human Resources, Finance, and Logistics) based in Pemba, Cabo Delgado. The position is part of the Country Senior Management Team as the primary executive responsible for all three departments. The MENTOR Initiative is an international humanitarian response organization operating in Cabo Delgado, Mozambique. In this role, you will work closely with the Country Director and Headquarters Grants Manager, ensuring financial sustainability, supply chain efficiency, and strict compliance with labor, tax, and safeguarding policies, while meeting donor regulations.

What you will do on a daily basis

As a member of the Country Senior Management Team, you will hold executive responsibility for the leadership, supervision, and integrity of three departments. Your areas of focus are as follows.

• Human Resources (national and international): apply Mozambican Labor Law and tax regimes (INSS, IRPS); supervise the entire lifecycle of employees and community volunteers; lead monthly payroll processing; administer the international team; manage performance evaluations; and enforce the code of conduct and PSEAH zero-tolerance policy.
• Finance, accounting, and budget tracking: use the organization's accounting software (SAGA) and supervise monthly account closings; update budget tracking monthly; manage treasury and cash flow (bank accounts, safes, transfers, and HQ advance requests); ensure auditability and responsiveness to internal and external audits; and support budgeting for new proposals.
• Logistics, supply chain, and transport: supervise local and national procurement; coordinate with HQ on international procurement follow-up, including customs processes and VAT/customs duty exemptions; manage central and field warehouses, paying attention to the cold chain, medicines, and WASH items; supervise the vehicle fleet; and maintain the asset registry and base infrastructure.
• Security management and field operations support: act as the operational security focal point, delegated by the Country Director; ensure bases, fleets, and teams have adequate security means (hibernation kits, communication means, route assessments); monitor the security context in coordination with INSO, UNDSS, and partners; and support the updating of evacuation and contingency plans.
• Team leadership, communication, and external coordination: directly manage Human Resources, Finance, and Logistics managers; represent the organization in external coordination forums (Logistics Cluster, INGO HR and Administration Forum, Finance meetings); and produce regular operational and financial reports.

Who we are looking for

We are looking for someone with at least 10 years of field experience in international non-governmental organizations, capable of leading three departments simultaneously and under high pressure. You should feel comfortable guiding multicultural teams and maintaining a compliant humanitarian response in a volatile context. The right fit combines financial and ethical rigor with leadership.
